Preparation and the ground work of negotiating an offer can begin before the offer is officially made. So, ideally you would reach out when you’re confident that you will be receiving one or more offers over the next week or so. Sometimes the timing doesn't work out like that, and that’s okay! The next best time is when you have one or more offers in hand.
